Speaker of Parliament Sameer Suleman says he suspends the Constituency Development Fund (CDF) Bill to follow the rules of Parliament.
He explains that the bill is introduced through a supplementary order paper without approval from the Business Committee. According to standing orders, bills cannot be tabled this way.
The Speaker says following these rules is important to keep Parliament organized and fair.
Supporters of the decision say that allowing bills to bypass procedures could create confusion and weaken the work of Parliament. They note that all bills, even urgent ones, must follow the proper steps so that every lawmaker has a fair chance to review and debate them.
Deputy Leader of the House Shadric Namalomba urges opposition lawmakers to be patient and follow the correct CDF procedures as directed by the President.
