MUTHARIKA NAMES ENOCK CHIHANA SECOND VICE PRESIDENT IN MAJOR APPOINTMENTS

The Office of the President and Cabinet (OPC) has announced a major wave of government appointments by President Professor Arthur Peter Mutharika, marking what insiders describe as a decisive step toward strengthening governance and public service leadership.

In a statement released by the OPC and signed by Dr. Maxwell S. Tsitsi, the appointments were made in line with the constitutional powers vested in the President under Sections 94(1), 161(2), and 154(2) of the Constitution of the Republic of Malawi.

At the top of the list, President Mutharika has appointed Enock Kanzingeni Chihana as the Second Vice President of the Republic of Malawi, a move widely viewed as a signal of inclusivity and political consolidation within the administration.

Among other cabinet-level appointments, the President has named:

  • George Chapatula Chaponda, M.P. – Minister of Foreign Affairs
  • Joseph Mathyola Mwanamvekha, M.P. – Minister of Finance, Economic Planning and Development
  • Alfred Ruwan Gangata – Minister of State

In the public service, a series of strategic postings have also been confirmed:

  • Lieutenant General George Alexander Jafu – Chief of Defence, Malawi Defence Force
  • Justin Sadack K. Saidi – Chief Secretary to the Government
  • Stuart Naison Medison Ligomeka – Deputy Chief Secretary
  • Kiswell Dakamau – Director of State Residences
  • Richard Chakupaleza Chikoko Luhanga – Inspector General of Police
  • Stain Bamusi Chaima – Deputy Inspector General (Operations)
  • Mlowoka Noel Kaira – Deputy Inspector General (Administration)

The OPC statement confirmed that all appointments are effective immediately.

Political observers say the reshuffle demonstrates President Mutharika’s intent to blend experience with renewed administrative vigor as his government moves to deliver on its promises of efficiency, stability, and good governance.

The new appointments come at a critical time when the administration is focused on restoring institutional discipline, enhancing national security, and improving service delivery across government.
