The European Union (EU) has reinforced its partnership with Malawi by launching a new budget support programme worth €55 million aimed at fostering sustainable solutions. Dubbed the “Malawi State and Resilience Building Programme,” the initiative will focus on improving the education sector and strengthening Public Finance Management (PFM).
At a signing ceremony in Lilongwe on Wednesday, EU Ambassador Rune Skinnebach emphasized the significance of this renewed collaboration, calling it a strong symbol of shared goals for stability, progress, and inclusive development in Malawi.
“The EU believes that effective PFM will safeguard public resources and strengthen governance systems, creating fiscal space for critical investments in education, health, and infrastructure,” said Skinnebach.
He stressed the importance of secondary education as an investment in Malawi’s future, with a focus on expanding opportunities for youth and equipping them with necessary skills.
The programme will also demand improvements in PFM, with expectations for Malawi to meet key indicators, including upgrading its Integrated Financial Information Management Systems (IFIMS) and increasing current expenditure levels in education to sustain the initiative.
Malawi’s Minister of Finance and Economic Affairs, Simplex Chithyola, acknowledged the budgetary challenges the country has faced, exacerbated by a lack of donor support over the past decade.
“The introduction of such significant budget support reflects the confidence and trust in Malawi’s leadership and reform programmes,” said Chithyola, who pledged to ensure prudent use of the funds.
Minister of Education, Madalitso Wirima Kambauwa, expressed gratitude for the EU’s long-standing support, noting that the programme will drive reforms in teacher management, secondary bursary schemes, and teacher education budgeting.
The initiative aligns with Malawi’s long-term development strategy, *Malawi 2063*, as well as the EU’s Global Gateway investment strategy, aiming to promote inclusive, green, and digital transformation across the country.
