Political commentator Billy Malata has challenged Members of Parliament (MPs) and Councillors to adopt a more proactive and innovative approach to constituency development, urging them to go beyond dependence on government funding and actively mobilize resources that can transform the communities they represent.
Malata said elected leaders should not view the Constituency Development Fund (CDF) as the only means of delivering development projects.
Instead, he encouraged them to leverage their positions, professional networks, and influence to attract additional investment and create sustainable opportunities for their constituencies.
He emphasized that effective leadership requires vision, accountability, and strategic thinking.
According to Malata, successful MPs and Councillors are those who build strong partnerships with non-governmental organizations (NGOs), development partners, private sector institutions, financial organizations, donor agencies, and other stakeholders capable of supporting local development initiatives.
Malata further urged elected representatives to prioritize investments that generate long-term economic benefits, including commercial ventures, property development, agriculture, and other income-generating projects. He said such initiatives have the potential to create jobs, stimulate local economies, and improve the livelihoods of communities.
He also stressed the importance of responsible stewardship of public resources, saying funds and institutional support entrusted to elected officials should be managed transparently and directed toward projects that deliver measurable and lasting benefits to citizens.
According to Malata, constituency development should be driven by innovation rather than dependence on limited public funding. He argued that leaders who embrace creativity and strategic partnerships are better positioned to unlock new opportunities and address the growing development needs of their communities.
He noted that resource mobilization is a critical leadership responsibility, adding that attracting investment and forging meaningful collaborations can significantly complement government efforts to deliver essential services and infrastructure.
Malata concluded by calling for a new generation of leadership founded on accountability, innovation, and results. He said elected representatives who demonstrate integrity, strategic vision, and a commitment to sustainable development will be better equipped to improve the quality of life for the people they serve.
