The Lilongwe District Council has moved to clarify how this year’s K5 billion Constituency Development Fund (CDF) allocation will be utilised, emphasizing that the money is intended to finance a wide range of development initiatives and will not be distributed directly to community members in its entirety.
The clarification was made during a District Executive Committee (DEC) meeting, where council officials outlined spending priorities designed to accelerate infrastructure development, expand access to education, empower vulnerable groups, and improve public service delivery across the district’s 19 constituencies.
Addressing the meeting, Council official Blessings Makhiringa said K3.6 billion, representing 72 percent of the total allocation, has been earmarked for infrastructure projects.
He noted that the investment is expected to support the construction and rehabilitation of public facilities that respond to the development needs identified by local communities.
Beyond infrastructure, the council has allocated eight percent of the fund to social and economic empowerment programmes. The allocation will finance bursaries for deserving students, women and youth empowerment initiatives, as well as sports development activities aimed at creating opportunities for young people.
Makhiringa revealed that all preparatory processes for the implementation of the eight percent allocation have already been completed.
He said the funds will be administered through the Malawi Enterprise Development Fund (MEDF), which will oversee support programmes targeting youth and other vulnerable groups.
The council also unveiled plans to construct new district council offices outside the urban area, a move expected to decentralise administrative services and improve access to government services for residents living in rural parts of Lilongwe District.
As implementation of the CDF gathers momentum, the council has pledged to uphold transparency and accountability in the management of public resources.
Makhiringa assured stakeholders that regular progress updates on all CDF-funded projects will be provided to keep communities informed about how the funds are being utilised.
The CDF remains one of the government’s key financing mechanisms for grassroots development, supporting projects identified at constituency level with the aim of improving livelihoods, expanding essential services, and promoting inclusive local development.
