OMBUDSMAN EXPOSES DEEP-ROOTED CORRUPTION AT IMMIGRATION DEPARTMENT

The Office of the Ombudsman has exposed widespread corruption, poor leadership, and major operational failures within the Department of Immigration and Citizenship Services, describing the institution as having been “sold to the highest bidder.”

Presenting the findings of a systemic investigation in Lilongwe, Ombudsman Grace Malera said political interference, bribery, and weak governance have severely undermined service delivery, resulting in prolonged delays in passport processing.

The report also points to outdated immigration laws, weak border management, chronic staffing shortages, and ineffective digital systems as key factors affecting operational efficiency and national security. It further reveals that corruption involving some immigration officers and middlemen, commonly known as “dobadobas,” has driven up the cost of accessing immigration services while eroding public confidence.

On procurement, the Ombudsman cites irregularities involving Techno Brain FZE and Hitek Systems, saying poor contract management disrupted passport printing services.

Immigration Director General Dennis Chapawo has since pledged that the department will implement the Ombudsman’s recommendations and carry out the required reforms within the timeframe prescribed by the Office of the Ombudsman.
